In Victoria that notice is the asbestos removal notification, form FOR567, and the amount of warning WorkSafe needs depends on what you are removing and how much of it. Get the notification lodged with the right regional office inside the timeframe and the job runs. Leave it late, send it to the wrong office, or miss a detail and you are explaining yourself instead of working.

Who has to notify WorkSafe
The notification duty falls on the person doing the asbestos removal work. Under the Occupational Health and Safety Regulations 2017, anyone performing asbestos removal work must notify WorkSafe Victoria, and a separate notification is required for each job and location. In practice that is the licensed removalist, because most asbestos removal in Victoria has to be done under a licence.
The licence type follows the material. A Class A licence covers friable asbestos, the kind that can be crumbled to powder by hand pressure and releases fibres easily. A Class B licence covers non-friable asbestos, where the fibres are bonded into the material and harder to release. If the notification is for friable work, the removalist named on it needs to hold a Class A licence. For bonded sheeting and similar, a Class B licence is the minimum.
There is one narrow case where no licence is needed. An employer or self-employed person can remove non-friable asbestos without a licence if the total area is 10 square metres or less and the cumulative removal time across all workers stays under one hour in any seven-day period. Even then, WorkSafe still wants the notification. The unlicensed exemption removes the licence requirement, not the notice.
How much notice WorkSafe needs
This is the part that catches people out, because there is not one deadline. The notice period depends on the material and the quantity.
Five days for most work. You notify at least five days before removal starts in all cases except the two below. That includes every friable job and any non-friable removal over 10 square metres. Five days is the default, so if you are unsure, work to it.
Twenty-four hours for small non-friable jobs. If the total area to be removed is 10 square metres or less of non-friable asbestos-containing material, WorkSafe needs at least 24 hours notice before you start.
Within 24 hours for unexpected situations. If the removal is being done because of an unexpected situation under regulation 299 of the OHS Regulations 2017, you cannot give notice in advance. In that case you notify WorkSafe within 24 hours of starting the removal work.
The FOR567 has a notification type at the top so you flag whether this is a new notification or an amendment to one already lodged. If dates slip or the scope changes after you have notified, you send an amendment on the same form rather than starting fresh, which keeps WorkSafe working from current details.
Your details and the licensed removalist
The form opens with the contact for the person completing it, then the licensed removalist details. These are the fields that tie the notice to a real, current licence, so they need to be right.
The removalist section asks for the licence number, its expiry date, and the ABN or ACN of the business holding it. Check the expiry before you lodge. A notification against a lapsed licence is not worth much, and the licence number is what WorkSafe uses to confirm the work is being done by someone authorised to do it. If you run these details across a lot of jobs, they are worth saving once so the same licence number and expiry are not retyped, and mistyped, on every notice.
Asbestos type, method, and quantity
The middle of the form is where you describe what is being removed. You tick friable, non-friable, or both, and the material detail follows from there.
For friable removal, the form captures the material types, the enclosure method being used for the work, and an estimated quantity in cubic metres. Friable work carries the higher controls, so the enclosure method and volume matter to WorkSafe when they look at the notice.
For non-friable removal, you record the material types, including asbestos cement sheet and other bonded products, and an estimated quantity as an area in square metres. The square metre figure is not just a number for the file. It is what decides whether your job sits under the 24-hour small-quantity rule or the standard five-day notice, so estimate it honestly before you pick a start date.
Where a job has both friable and non-friable material, the form has room for each, so a single notice can describe the full scope rather than splitting it.
Supervisors, workers, and schedule
Next the form asks who is running and doing the work, and when. You list the site supervisors with their names and mobile numbers, and the number of workers who will be removing asbestos.
The removal schedule captures the start and end dates and the timing of the work, plus space to explain an unexpected situation where that applies. The start date is what the notice period is measured against, so it needs to match what you actually intend to do. If you notify for a Monday start and mobilise the Thursday before, the notice no longer describes the job. When the schedule changes, that is exactly what the amendment option is for.
Workplace, location, and declaration
The last stretch of the form pins the notice to a place. You record the workplace type, such as a domestic home or another kind of site, the client or organisation who commissioned the work, and the Victorian address where the removal happens.
The location detail matters more than it looks. The address decides which WorkSafe regional office the notice goes to, and there is room for exact removal locations and, for some infrastructure work, telecommunications pit addresses so the site is unambiguous. After a short privacy statement, the declaration is where the person completing the form agrees to it, signs, and dates it. Like any declaration, it should only go on once the rest of the form is complete and correct, because it is you standing behind the notice.
Lodging the FOR567 with WorkSafe
Once the form is complete, it goes to WorkSafe. The notification must be emailed or faxed to the WorkSafe regional office closest to where the asbestos is to be removed, which is why the removal address on the form has to be right. A notice sent to the wrong office is a notice that has not really been given.
Because a separate notification is required for each job and location, you cannot batch several sites onto one form. If you are running removal across multiple addresses, each one gets its own FOR567. Keep a copy of every notice you lodge with the job records, so if WorkSafe or the client asks, you can show what was notified and when.
Common asbestos notification mistakes
These are the ones that turn a routine notice into a problem.
Working to the wrong deadline. Treating every job as a 24-hour notice when most need five days. If in doubt, notify five days out.
Underestimating the quantity. Calling a non-friable job 10 square metres to fit the shorter notice when it is really more. The square metre figure sets the deadline, so guessing low backfires.
A lapsed or wrong licence number. The notice is tied to the removalist licence. An expired licence or a transposed number undermines the whole thing.
Sending it to the wrong office. The notice goes to the regional office nearest the removal site, not your head office. The removal address decides where it lands.
Most of these come from filling the form out in a hurry, away from the job details. The fix is to complete it against the real licence, the real quantity, and the real address before you commit to a start date.
