How to complete the SafeWork NSW Class B Asbestos Removal Control Plan in Tradie Forms.

The Class B Asbestos Removal Control Plan (ARCP) records how licensed non-friable asbestos will be removed on this site: licence holder, ACM scope, consultation, controls, method, waste path, and sign-off. The licensed asbestos removalist prepares it before work starts, then downloads the official December 2019 SafeWork NSW PDF for the site file. SafeWork NSW says licensed removalists must notify it at least five calendar days before removing more than 10 square metres of non-friable asbestos, and that a site-specific control plan is prepared before work begins.
This is the current SafeWork NSW Asbestos Removal Control Plan for Class B (non-friable) removal work. Tradie Forms follows the official section order and maps your answers onto the official PDF layout.

Two standing notices appear here: documents that must be available for inspection (notification, worker asbestos training, first aid certificates, health monitoring confirmation), and that all licensed asbestos removal work must be notified to SafeWork NSW five days before work starts. This form is for non-friable (Class B) removal only.
Use address search for the removal site. Search is limited to New South Wales and fills street number, street name, suburb, state and postcode. Include lot or DP in the street number field when they apply. Check the result against the notification, because search returns the current postal address and a job can predate a street rename.
Date this plan is prepared. Today and Yesterday shortcuts are available. Future dates are not accepted. Use the day you finalise the plan for this site.
Licensed removal business on the Class B licence for this job, for example SafeStrip Asbestos Pty Ltd. Match the licence and notification spelling. If you are on site without the card, use Licence check on the licence number field, then confirm the returned name against the current register.
Asbestos removal licence number as printed, for example AD123456. Licence check searches the NSW Asbestos and Demolition Register and can fill the holder name. Compare both fields with the current licence record.

Asbestos or ACM identified for removal, including inaccessible areas in scope. One row is one ACM item. Add up to 14 items. Page 2 of the official PDF has 14 fixed rows; leave unused rows out. Rows beyond 14 are not written to the PDF.
Take every value from the asbestos register, survey or a competent site inspection. If material or condition is uncertain, get competent advice rather than guessing.
Each item uses Description, Date, Location, Quantity (m²), Condition (Poor, Fair or Good), and Condition Notes. Description offers common ACM types and accepts free text. Name the facade, room, eaves line or unit so a later reader can find the item. Useful: External fibre cement sheeting, northern wall, 25 m², fair, minor cracks to sheeting. Too vague: Asbestos sheets.
Consultation records for people informed about the upcoming removal and intended start date. One row is one party contact. Add up to 12 records. Page 3 has 12 fixed rows; leave unused rows out. Only parties you actually informed belong here.
The form lists who must be informed where they apply: person who commissioned the removal, workers, PCBUs, home owner or occupant, neighbours, and licensed asbestos assessor or competent person.
Each row uses Name, Date, Entity, Address, How, and Comments. Entity and How offer common options and accept free text. How includes phone, email and letterbox drop. Address search is available on the address column.
Nominated supervisors approved by SafeWork NSW for this removal. One row is one supervisor. Add up to six. Page 4 has six name and contact slots; leave unused rows out.
Each row uses Name and Contact Number. Use people approved for and available on this job, with a number that reaches them during the removal window, for example Alex Morgan and 0412 345 678.

Each row uses Name and Contact Number. List people who will carry out or support the removal under this plan, with a mobile that works on site. If the crew changes before work starts, update the rows and re-download.
First aiders, kit location and nearest emergency facilities for this site.
First aider and emergency facility tables each allow up to six rows matching page 4. Leave unused rows out. First aider rows use Name and Contact Number. Facility rows use Emergency Facility and Contact Number; facility offers common types and accepts a named place such as Westmead Hospital.
Trained first aiders on site for the removal, with numbers that reach them during the job window.

Nearest hospital and other emergency facilities with a current contact number. Prefer the facility the crew would use from this address.
Plan view for page 5. The form asks you to show the asbestos removal area, asbestos location, entrances and exits, waste storage, site security, emergency equipment, signage, decontamination area, and services such as electrical, gas and water.
Starts on Photo, so leaving this alone expects an uploaded image. Switch to Diagram to draw in the app editor. Only the selected format is included in the download; the other is cleared when you switch.
A usable plan is readable at print size, with removal area, ACM location, waste storage, decontamination and access obvious. Check the PDF preview so the image or diagram sits cleanly in the site plan area on page 5.
Personal protective equipment required in the asbestos removal area. The form states this PPE must be worn at all times during work in the removal area. Checkboxes record what this plan requires; they do not select PPE for you. Base selections on the risk assessment, SWMS and current SafeWork NSW guidance. Empty PPE still downloads, so treat it as unfinished planning.
Mark when Type 5 / Category 3 disposable coveralls are required.
Mark when laceless safety footwear or gumboots are required.
Mark when disposable overshoes form part of the PPE set.
Mark when disposable nitrile gloves are required for handling ACM.
Mark when eye protection is required for the removal tasks.
Respiratory protective equipment arrangements. The form notes disposable RPE may be used but is not preferred, and workers must be clean shaven unless using a powered air purifying device and hood or similar. These checkboxes are not evidence that fit testing occurred; keep fit test records with the job file.
Mark only when fit testing for the RPE used on this job is complete under AS/NZS 1715:2009 for the workers named on the plan.
Mark when every worker will perform a fit check each time the respirator is put on. The form notes a fit check is required each time the respirator is used.
Tool inspection confirmation and HEPA filtered H class industrial vacuum details. The form warns that dust-generating tools must not be used on asbestos except with dust suppression or extraction controls. Up to two vacuums fit page 6. Copy make, model and last test date from the equipment register or unit plate; do not estimate a test date.
Mark when tools and equipment are inspected for damage before work and cleaned and inspected after.

Commencement starts with locked task Set up decontamination area. Fill tools and method. You can add one more task (maximum two). The first task name cannot be edited.
Completion starts with locked tasks Decontaminate tools and equipment. and Decontaminate PPE/RPE. Fill tools and method for both. You can add up to two more tasks (maximum four). The first two task names cannot be edited.
Leave unused optional rows out. Completion includes the PDF footer note: all disposable PPE in a labelled asbestos waste bag, goose necked and taped, then double bagged. Useful method wording: Wet ACM, remove fixings, lift whole sheets with minimum breakage into a 200 µm lined skip. Too vague: Remove asbestos carefully.
On-site storage, authorised disposal site and EPA WasteLocate details on pages 7 and 8. The form states asbestos waste over 100 kg or 10 m² must be tracked using EPA WasteLocate in NSW. Do not invent a consignment number before one is issued.
Yes or No. Yes reveals on-site storage details. Overnight or multi-day storage needs a clear location and sealing arrangement.

Who receives a copy of this ARCP and who can readily access it at the workplace. The form also states the ARCP must be available for inspection by a SafeWork NSW inspector. Mark only groups that apply, then make the plan available before work starts.

Mark when HSRs can readily access the plan where they apply.
Mark on residential work when occupants can readily access the plan.
Supervisor and worker declaration signatures. The official declaration states the information in this plan is accurate and was developed in consultation with workers on site.

Sign after the signatory has reviewed the plan and the controls that apply to their work. You can use a saved signature; check the preview so each stamp sits cleanly. Date does not accept a future date.
The form notes a SWMS is required for high risk construction work, including work likely to involve disturbing asbestos (WHS Regulation 2017 clauses 291 and 299). This ARCP does not replace that SWMS.

Reusing last job's method without site-specific ACM and waste details.
SafeWork expects a site-specific plan. Generic text that never names this facade, quantity or skip location fails against the site.
Inventing a notification or WasteLocate number.
Empty is better than a fabricated reference that reads as completed tracking when the file is checked.
Site plan without waste storage or decontamination.
The template asks for waste storage, decontamination, barriers and access, not only a circle around the building.
Marking fit testing complete when records are not held.
The checkbox is not a fit test certificate. Keep AS/NZS 1715 records with the job file.
Collecting signatures before the plan is reviewed.
Signatures on an empty method or identification list do not fix missing controls.
Describing ACM as asbestos sheets only.
Identification rows need location, description, quantity and condition so method and waste can be checked.
Make the finished PDF readily accessible at the workplace before licensed removal starts, and give a copy to the person who commissioned the work when that distribution applies. Keep it with the notification, SWMS, worker training, first aid and health monitoring records the form says must be available for inspection.
